CTC-VIS Portal Reporting
California Clean Truck Check program requires not only periodic diesel vehicle testing, but also every business owner must create and set up an active account on CTC-VIS portal (California Clean Truck Check Vehicle Inspection System) portal.
Add Vehicle To CTC-VIS Portal
Creating CTC-VIS portal login is the first and critical step for CARB compliance testing. We recommend creating account login for your business and adding your vehicles information before your registration renewal.
Note: there will be annual CARB vehicle compliance fees $31 due immediately when you start adding your vehicles to the portal.
Vehicles emissions testing without CTC-VIS account will not clear your vehicle’s non-compliance notice and test results will be unaccounted for.

How CARB Is Enforcing Diesel Emissions Compliance
Here are some of the unexpected roadblocks you may encounter when running logistics business in California.
State is locating non-compliant Vehicles using remote emissions monitoring devices RDS all over California roadways, to check vehicle emissions while on the road. If after passing through one of the RDS, your vehicle is flagged as a potential High Emitter you’ll get a notice to submit to testing. You’ll need to get your truck tested within 30 days to avoid fines.
DMV is also placing registration holds on vehicles that are not CARB compliant, preventing registration renewal until after truck is registered on CTC-VIS portal and passed testing.
Emission compliance certificate enforcement also extends to ports, rail yards, freight transfer terminals, freight brokers – so expect to get reported or denied entry if your vehicle is not compliant.

Some Nationwide vendors may ask for CARB Compliance Certificate from their contractors, just to keep in on file. These additional enforcement measures involving brokers, ports, rail yards, freight facilities are fairly new and for bookkeeping and compliance purposes even vendors may ask for CARB certification.
